Description:
Did you know that Public Contracting is the only subject in Oregon state law that requires four entire chapters in the statutes? Understanding how to apply the public contracting code and making sense of the relationships between statutes and administrative rules really can be as confusing as trying to interpret a secret code or cypher in some spy thriller. Breaking the code, as the title says, might be a little bit of an exaggeration. But this course will have a go at taking some solid chips off the edges. While this course won’t transform attendees into procurement specialists, it will assist board members, staff, and operators in gaining insight into what makes up the code and provide an understanding of some of the complexities of the code, how to apply selected provisions they are most likely to use and point out some pitfalls to avoid. For attendees that have worked in public contracting, the materials include some of the latest updates. In the end, whether new to public contracting and needing to know how to get started or for folks in need of a refresher, this course will expose attendees to tools that help chip away at the complexities of the Oregon Public Contracting Code.
